- We are NOT a law firm and our founder Will Hoover is NOT a lawyer.
- At first glance this might seem a bit strange or problematic, but the opposite is true.
- As a special criminal defendant legal and postconviction strategic advisor for high-stakes legal situations.
- Q|Nav was founded on a simple premise. Even the best, most caring attorneys need help and a lot of it navigating the client’s big picture.

2025 was a Watershed year for Q|Nav and Restore|Rekindle

As we continue to grow and gain national experience, our success where it counts the most is unprecedented.
- We accepted postconviction work assignments that tested our strengths while stretching the traditional envelopes of achievement.
- Our ClubQ platforms were designed intentionally for a pause – a pause for greatness while we explored the possible blends of people, traditional techniques, and rapidly developing generative AI models.
- Speaking of AI think about this. Imagine that we have captured the utility of our primary legal source – Westlaw Edge/Precision and its stand alone gen AI tool, CoCounsel. When coupled with a “challenge test” created by Q|Nav’s IT team, with Grok, ClaudeCode, Gemini, and ChatGBT, giving their best, the results are beyond belief. Not to write documents, but to research and for the deepest possible data mining – sentencing proportionality and statutory charging are exposed like never before. Vital data in seconds not weeks. Accurate and ready for dissemination.

For 2025, we are proud to announce that we averaged one FREEDOM, one LIBERTY achievement per month.
We were blessed with 4 of our clients being released from incarceration after years and sometimes decades of abusive charging, convictions (plea and trial) and sentencing schemes.
Two of these four had LWOP sentences and were proven innocent of their crimes. Actual innocence without giving up one constitutional right for civil litigation.
Every one of our 4 had exhausted every conceivable remedy for relief prior to Q|Nav’s assignment acceptance.
We were further rewarded with a dozen more meaningful sentence reductions – 3 of which were essentially commuted to the present time up to another year or so of incarceration.
We became truly expert in the field of early, compassionate, medical release. The BOP and each state’s DOC have wildly differing rules and requirements. One thing they all have in common is the degree of loathing for doing the right thing – where the written mission promises even come close to operational reality. The level of hypocrisy is stunning particularly for the extreme aged and acutely mentally ill populations.
As we have mentioned in our prior years in review, the areas of direct negotiation, unopposed motions, joint motions and similar dealings with the prosecution, are maturing rapidly. Simply put, [non-judicial non-executive] special postconviction plea deals are gaining in utility and popularity nationwide. Certain western states and a few in the Midwest and Mid-Atlantic seem to have spearheaded the paradigm shifts for the good and long-term magnificent benefit for defendants – our clients.
Legislative influences. All too often, we find ourselves in serious conversation with legislators at the state level in the attempt to truly decipher the legislative intent of criminal statutes which so often drive the charging and ultimately conviction and sentencing structure for the criminal defendant. It’s incredible to us that the judicial branch regularly abuses and mischaracterizes what the legislatures’ want. So much so that highly controversial aggravator and enhancement laws such as habitual offender, extreme indifference, and crimes of violence have morphed into unrecognizable – unintelligible vague and ambiguous (often point blank intentionally) weapons for grossly unfair treatment. Meanwhile trial and plea counsels are either asleep at the wheel, don’t care, or worse – play right into the hands of the prosecutors.
Q|Nav is leading the charge to change this. How? Well for openers, we are insisting on the unthinkable. We are mixing the waters of the legislative, executive, and judicial branches of government (at the state level). What does that mean? Legislators in court rooms. Governors reading court motions. Prosecutors in prisons. Trial and appeal lawyers in family/loved ones group chats. Judges in mitigation sessions.

- Q|Nav, LLC brought on another two new criminal defendant, post-conviction expert attorneys, one new admin, one new research paralegal, and two new specialized detectives.
- Our ClubQ top level staff doubled from 2 to 4.
- Our ClubQ consulting contractors now include a medical doctor, neuropsychologist, and specialized civil liberties lawyer. Why? Carrot and Stick. Our families – their prisoners, deal with serious medical, legal, therapeutic, and mental health matters daily. Often the DOC or BOP simply doesn’t care or possess the skills or facilities to provide adequate services. Carrot is how can we help, please take care of (blank) and confirm within a few days. Stick is either take care of this (blank) within 48 hours or our doctor and lawyer will be in your face, another lawyer will commence legal actions.
- Next Big Project: App development. Yes, we want to make all of Q|Nav as easy as a click away. Here we will provide a library of services similar to a legal site or major medical establishment; blended with the personal databases for each client, so we can comfortably offer more and more through automation, especially for the clerical and admin tasks that don’t require deep thought. Right along, we will offer menu driven ala carte basic stuff all the way up to serious negotiation tools. Think about how wonderful it will be for anyone to go to our App and select post-conviction templates – FULL programs for each state system, fed circuit, and DAs, CAs, etc. In fact, we envision literally hundreds of helpful kits so a lot of stuff can be DIY and we just get involved for judgment calls, influence, sharing our referrals, contacts, etc.

Q|Nav’s Year in Review. 2023
A year overflowing with remarkable results for our clients, families, loved ones, associates, and alliances. Let’s not forget the extraordinary benefits incurred to crime victims, communities, advocate groups, and just about all people and societies that touch the criminal defendant’s universe.
Some of you remember the determined – slow launch of Restore|Rekindle, our approach to genuine restorative justice pursuits which, when done right, benefits victims, offenders, citizenry, facilitators, the judiciary, legislative, and executive branch missions. Last year represented a sort of turning point for R|R as we finally completed the groundwork to launch full bore in Q3 of 2024. As societal norms continue to progress along with medical and behavioral science, the real value potential of R|R is beginning to blossom. Why? On balance, the victim side of the equation is accelerating with understanding the often gigantic mitigating causes of property crime, violent crime, rehabilitation, even a type of partnership with the “other side.” Especially within the mental health and juvenile circles, progress has exploded. Criminal offenders too are growing in understanding the ripple effects – the horrific and systemic impacts of their actions…
